AOMA Appoints New Observer in AU

The African Union has accredited Chief Ombudsman Mrs. Fozia Amin as the African Ombudsman and Mediators Association’s new Permanent Envoy in the Union on 10th of April 2014 after AOMA’s President Dr. Paulo Tjipilica, along with a delegation crew, presented the accreditation paper to AU Commission Chairperson Dr. Nkosozana Dlamini-Zuma in a short meeting held in the Union’s headquarter.Mrs Fozia Amin

The Association was first offered the status three years ago in 2011 with Excellency Justice Mohammed Abuzeid Ahmed, Chief Ombudsman of the Sudan, being the first envoy. Chief Ombudsman Fozia Amin has been represented following the retirement of the former.

On the occasion, the Joint Operational implementation Framework for the Memorandum of Understanding (MoU) which regulates the relationship between the Commission and the Continental Ombudsman and Mediators body was among the issues paid due concern.

The Ethiopian Institution of the Ombudsman (EIO) is also East African Regional Coordinator and member institution of the International Ombudsman Institution (IOI).

Research Shows Vehicle Insurance for Third Party Risks to have Implementation Gaps

The Institution of the Ombudsman proved that the Vehicle Insurance for Third Party Risks amended proclamation 779/2013 has an implementation gaps.

On a workshop conducted by Ethiopian Institution of the Ombudsman that comprises executives and experts from the Insurance Fund Administration Agency and other concerned bodies at Global Hotel on 16th of February 2014, an investigative research presented by a team of legal experts from the institution proved that some governmental and privately seized medical centers lack sufficient awareness to provide a primary emergency medical treatment to victims of traffic accidents without a pre payment. The research also showed the victims are not properly paid for damage.

In spite of the fact that, the proclamation provides the victims to be paid for the damage and get emergency treatment from any health centers without payment as the medical centers are said to be refunded by insurance fund agency or by insurance companies, the agency established to supervise and control the implementation of the provision of the proclamation fails to create sufficient awareness to the concerned bodies in the effort made to implement the provisions, the study indicated.

On the opening of the forum Chief ombudsman Mrs. Foziya Amin in her well coming speech said that for the past many years and even today our country is losing a number of lives and properties as the result of car accidents: but the attention given by the 3rd party Riske regarding the service deliveries for the victim are too low vis a vis the right provided on the proclamation. Since the issue is s3ensitive, a proper attention should be given to it from concerned bodies, she recommended.

The chief ombudsman also emphasized on some among several duties and powers of the institution such as, under taking studies, researches, monitoring and follow up including on motion investigation on governmental sectors and seek remedies incase when it believes that maladministration has occurred and make recommendation to bring about better service deliveries. The research, being part of the primal measures taken by the institution, will be expected to play a crucial role in the effort made to implement to proclamation, she remarked.

The IFFA, insurance operation director Mr. Abdul Abdullah on his part said that the issues investigated by the institution especially the gaps raised in connection to service deliveries are vital to use as inputs to fill the gaps. From now on, the agency, in collaboration with all stake holders, would try its best to improve the service delivery to minimize problem, the director added.

The stakeholders from various sectors on their part promised to solve the problem identified by the research and expressed their willingness to work together and render better and improved services.

Finally, the chief ombudsman has responded to various questions raised from the participants and recommended that all stakeholders should work together and pay attention to serve the citizens according to provision

The Branch said to broaden its Services

The Ethiopian Institution of the Ombudsman (EIO), Dire Dawa branch was announced to have broadened its services to the rest of eastern regions of the country as paper presented in a workshop declared.

The Workshop was organized by the Dire Dwa branch to Ethio Somali regional State, Harari Regional State and Dire Dawa city Administration Executives and professionals on the realization of good governance and implementation of access to information and its accessibility held at the town of Harar on Feb 10, 2014.

Chief Ombudsman Mrs. Fozia Amin, in her speech said that the Institution established sixth regional branches to serve citizen accessing at the grass root level with a view to curbing maladministration at the source. Dire Dawa branch is among the branches organized two years ago to carry out this objective.

She also forwarded her warmest thanks to the participants for their cooperation with the Institution in seeking solution for administrative malpractices in the endeavor to realize good governance.

The participants on their part promised to serve the citizen and expressed their willingness to work with the branch office sustainably. Participant from Somali regional state, on the contrary, showed their doubt that the branch is still not accessible to the wider Somali region.

A lesson had to be learnt from other regions where the branch is not supposed to access. That a grievance hearing offices have been organized at different level of regional sectors within the reach of the society at large, the participants discussed.

As the Institution of the ombudsman is a parliamentary ombudsman shouldering responsibility for the realization of good governance and implementation of access to information, it has been striving to accomplish its objectives since inception.

Including the Dire Dawa branch, the Institution is undertaking its service delivery with sixth branches with a plan to broaden its accessibility to the rest of the region

EIO Introduces Branch Offices to Regional State Officials

Ethiopian Institution of the Ombudsman has formally introduced and inaugurated its newly established branch offices in different regional states.

Chief Ombudsman Mrs.  Fozia Amin during opening inauguration ceremonies of Hawassa, Dire Dawa and Oromia Branch offices said that the institution has focused on increasing its accessibility to citizens.

The EIO decided to open the branch offices following the need and has conducted a feasibility study to open up the branch offices which would increase.

EIO’s Delegates share Indian Right to Information Experience

A six-member EIO delegation led by Chief Ombudsman H.E. Fozia Amin paid a working visit to different state offices whose works are directly related to the Right to Information (RtI) in India.

The delegation discussed on the implementation of Right to Information in India, how the Central government and State public authorities provide information, and the appeal and redress mechanisms put in place to handle complaints related to Right to Information.
